Detailed Description

A ProgramTransitionStore for a caller that cannot suspend: the synchronous Program API, a destructor, a callback.

A synchronous store is called directly. Any other store is awaited on a private io_context of the calling thread, unless the policy refuses to wait (BlockingStorePolicy), in which case the call throws ProgramBlockingCallRefused.
