Detailed Description

A run-level ceiling on node retries (#364).

One object is shared by every node, fan-out branch, Send and subgraph of the runs it is passed to through RunMetadata::node_retry_ceiling. Before each retry the executor takes one unit; when none is left, it stops retrying that node with kind ceiling, and the node is routed along its failure edge or fails the run. The Program runtime passes one per attempt for RunBudget::max_node_retries and reports used() as ProgramUsage::node_retries. A resumed attempt is not a retry and takes nothing.
