Detailed Description

A managed model-token budget with a deadline binds the deadline to the clock it counts on, so that a restart can tell whether it is still the same clock.

A host without such a clock identity (WebAssembly; only Linux has one today) refuses the combination before the run starts, and a stored scope that carries a deadline cannot resume there. A managed budget without a deadline is not affected. It is also a ConfigurationFailure: running it again reproduces it, so it is never retried and never routed to a failure handler.
