An ACPClientError whose code says the request cannot succeed (#500).
The codes are -32700 (parse error), -32600 (invalid request), -32601 (method not found), -32602 (invalid params, an invalid path among them), -32002 (resource not found) and -32000 (authentication required). Sending the same request again fails the same way, so this is a ToolRequestRefusal that is not retryable: the node retry loop does not try the node again, and protocol hosts report retryable: false. Any other code, -32603 among them, and a timeout stay ordinary failures, which are retried.

Whether sending the same request again may succeed.
A request refused for its content does not: the model has to change it.
Implements neograph::ToolRequestRefusal.
